Pam urges Cebu LGUs to designate economic development, investment promotions officer
CEBU Gov. Pamela Baricuatro has ordered all component cities and municipalities in the province to designate their respective local economic development and investment promotions officer (LEDIPO).
In her Executive Order No. 24 dated April 30, 2026, Baricuatro said the institutionalization of LEDIPOs in each of the local government units in the province “will strengthen coordination between the Provincial Government, national government agencies, and private sector, thereby enhancing Cebu’s overall investment climate.”
The EO provides the functions of the local LEDIPOs such as serving as the primary investment promotion and facilitation officer of the LGU; developing and implementing local economic development and investment promotion strategies; and facilitating investments and assisting prospective investors, including streamlining business processes and coordinating with concerned offices.
The LEDIPO is also tasked to maintain the local investment database and business registry; promote local industries, tourism, and enterprise development; coordinate with national government agencies, including the Department of Trade and Industry, Board of Investments, and other relevant institutions; support the preparation and implementation of Local Investment and Incentives Codes; promote case of doing business and regulatory streamlining consistent with Republic Act No. 11032; assist in public-private partnership initiatives consistent with Republic Act No. 11966; and submit periodic reports to the Provincial Government of Cebu through the Economic Enterprise Council (EEC).
In the same order, the EEC, Cebu Investment and Promotions Office, and other offices, will support LGUs by providing technical assistance, training, and policy guidance, strengthening coordination with national agencies, creating an investment promotion framework aligned with local efforts, and establishing a Provincial LEDIP Network for collaboration and information sharing.
All local LEDIPOs are mandated to regularly coordinate with the ECC and submit periodic reports. (MyTVCebu)
