THE camp of Cebu Gov. Pamela Baricuatro balked at a survey by the RP-Mission and Development Foundation Inc. showing her getting only 42.5% trust ratings.

In the same survey, Baricuatro registered 43.8% peformance ratings and Index of Governance (IOG) score of 43.1%, which is lower from the 55% level RP Mission considered as passing benchmark for governance asessment.

"Survey findings showed that while Governor Baricuatro continues to reteain support from portions of the electorate, many respondents are now placing greater emphasis on measurable governance outcomes, implementation of campaign commitments, service delivery efficiency, and overall provincial management," RP Mission said.

Reacting on the result of the survey published by RP Mission through its Facebook page, Dr. Elisse Nicole Catalan, daugther of Baricuatro, posted the December 2024 "Boses ng Bayan" survey of RP Mission for the gubernatorial race in Cebu last year.

In the survey, Baricuatro only got 5.4% of the respondents while then governor Gwendolyn Garcia got 90.2%.

The same survey conducted on April 2025, a month before the elections, showed that Baricuatro only got 3.2% compared to Garcia's 95.8%.

But during the actual elections, Baricuatro emerged as the winner in the gubernatorial race after garnering over a million votes, beating Garcia, who just got over 700, 000 votes.

The comparative result of RP Mission's survey and the actual result of votes during the election made the camp of Baricuatro questioned the survey.

"Ah Yes, RPMD 'Bosses ng Bayan" We remember how 'credible' you are," Catalan said in a Facebook post.

Baricuatro also shared her daughter's post, saying "Demolition job pa more".

Atty. Aldwin Empaces, Assistant Provincial Administrator cautioned the public, noting that RPMD faced "criticism" and "skepticism".

"Critics and political analysts frequently question whether the surveys are commissioned by local politicians seeking favorable public relations rather than acting as purely objective, independent studies," Empaces said.

Additionally, Empaces pointed out that RPMD has been also criticized for lack of transparency, particularly its funidng sources, official focal person and even office address.(MyTVCebu)
